Cardiff-headquartered insurance firm Admiral Group has agreed an £80 million deal to acquire digital commercial fleet insurance provider Flock. The group’s venture building business, Admiral Pioneer, initially partnered with Flock in 2024 to expand its focus on commercial motor customers.
London-headquartered Flock is an insurtech company focused on providing motor fleet insurance via its digital platform. CEO Ed Leon Klinger says that, over the past decade, the firm has “pioneered a dramatically different approach to the industry, using real-time data and AI to reward safer driving habits, and reduce fleet customers’ costs.”
The acquisition is described as aligning with Admiral Group’s commitment to continuously evolving and futureproofing its motor proposition, as well as expanding its product offering. The deal will build on the group’s strengths across distribution, data and technology, customer service, risk management, pricing and claims.
Post-acquisition, Flock will become Admiral’s telemetry fleet insurance proposition, with its team and existing technology platform forming an integral part of the wider group’s fleet insurance offering. Flock CEO Ed Leon Klinger will join the Admiral Pioneer leadership team.
The acquisition is subject to regulatory approval and is expected to complete in the second quarter of 2026. The transaction will be funded through existing Admiral Group resources and credit facilities.
Admiral Pioneer Chief Executive Emma Huntington commented: "This acquisition will give us immediate access to a high-growth segment, proven technology and a scalable platform. We are looking forward to working with Ed, Antton and the team to deliver high-quality cover and service to both new and existing fleet customers, and safer roads."
Flock’s Ed Leon Klinger said that the acquisition “brings together Admiral’s scale and expertise with our talented people and technology” and would generate opportunities for the firm’s staff and customers, as well as the wider sector.
Flock founder Antton Peña added: "The fleet industry has evolved rapidly in recent years, driven by the adoption of new technology. We have built a product that responds directly to the changing needs of fleet operators, and we have seen strong demand as we have expanded our offering to support a wider range of fleet types.”
